` THE articles contained in this volume, which
is in eiïect a supplement to my " History of
Twelve Days," deal with the additional
evidence as to the events immediately pre-
ceding the outbreak of war that has become
available during the last months-evidence,
I need not say, which comes to us from Ger-
many, for, as to this country, there is nothing
more to be learned; from the beginning the
British Government have given to the world
their whole case.
The articles are concerned with only a
` small portion of the events, and in effect
the questions discussed in them are conüned
within a very short period, that which inter-
vened between the afternoon of Wednesday,
· july 29th, and midnight on july goth. But
